Business Relationship Manager II (Finance)
The Business Relationship Manager (BRM) II serves as a strategic partner, aligning IT capabilities with the business goals of assigned departments. Reporting to senior executive management, the BRM III builds and nurtures relationships with stakeholders, ensuring IT initiatives support mission-critical objectives. This role is responsible for overseeing the implementation of technology solutions, and ensuring IT services are delivered in alignment with departmental priorities.
Key Responsibilities:
- Strategic Partnership & IT Service Management: Serve as the primary liaison between IT and business stakeholders, ensuring IT services align with departmental goals and meet customer needs.
- Technology Investment & Demand Shaping: Shape demand for IT services, ensuring technology investments are aligned with organizational priorities and delivering measurable business value.
- Project Oversight & Departmental Support: Oversee project management efforts for departmental applications, providing support throughout the process from identification and selection to procurement and implementation.
- Continuous Improvement Management: Respond to identified system security threats, minimize their impact, and gather customer feedback to drive service improvements.
Qualifications:
The ideal candidate will have strong interpersonal and communication skills, with the ability to engage with executives, managers, and staff at all levels. They must be able to simplify complex issues for customers and IT teams and possess excellent organizational skills, strong prioritization abilities, and a high level of personal accountability.
Operational management experience, with a focus on improving customer processes and experiences, is a must. This includes collaborating with customers to identify and address challenges, streamline workflows, and enhance service delivery. Additionally, candidates should have expertise in developing departmental and enterprise-wide technology policies and procedures, as well as experience responding to system security threats and minimizing their impact on customer departments and the broader organization.
Additional Information:
This classification has been designated At-Will by the Board of Supervisors, in accordance with Article 6, Section 601E (8) of the County Management Resolution, and serves at the pleasure of the Chief Information Officer.
This class is eligible for the Performance Recognition Plan under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage employees or programs, and have significant influence on the achievement of organizational objectives.

- Serve as a strategic partner to assigned departments, aligning IT capabilities with business objectives to drive value realization.
- Facilitate strategic discussions with department leaders to identify goals, challenges, and opportunities for IT-enabled solutions.
- Develop and maintain IT-business capability roadmaps to ensure alignment with long-term business priorities.
- Proactively shape and prioritize demand for IT services in collaboration with stakeholders, ensuring alignment with organizational strategies.
- Measure and communicate the business value of IT initiatives, ensuring stakeholders understand their impact on achieving organizational goals.
- Advocate for business partner needs and interests within IT, ensuring solutions are designed to meet identified requirements.
- Collaborate with project managers and sponsors to ensure projects remain aligned with organizational objectives.
- Conduct cost-benefit and return on investment (ROI) analyses for proposed IT solutions to inform decision-making.
- Research and internally market enabling technologies that align with customer requirements and advance organizational goals.
- Provide strategic consultation on business processes, organizational structures, and IT solutions to support operational growth and efficiency.
- Ensure the confidentiality and security of sensitive information, adhering to County security policies and standards.
- Collaborate with IT teams to ensure adequate resources and skills are deployed to sustain IT systems and processes.
Experience: Four years of progressively responsible experience in business relationship management, project management, or strategic IT consulting, including planning, organizing, and implementing IT programs and projects. One year of this experience must include supervisory responsibilities or lead roles in cross-functional project teams.
License: Possession of a valid California Driver's License is required.

- Organizational dynamics, including budgeting, resource allocation, and decision-making processes.
