Proposal Summary:
The Defense Security Cooperation Agency (DSCA) Strategic Initiative proposal will provide strategic planning services that enhance the agencies Strategy to Capability framework. This includes improving the alignment of security cooperation activities with U.S. defense strategy through project management, data analysis, business process reengineering, and financial policy support. Contractor personnel will deliver analysis, planning tools, and implementation support to help DSCA streamline operations, improve responsiveness, and strengthen partnerships. The overarching goal is to build an agile, data-driven enterprise that delivers timely, effective capabilities to U.S. partners worldwide. The contract consists of (1) one base year of twelve (12) months with four (4) twelve (12)month option years and an optional six (6) month extension.

Position Summary:
The Senior Consultant will provide strategic advisory support across all four task areas, with a focus on implementing change initiatives, conducting high-level analysis, and supporting strategic planning efforts. This role involves leading the design and delivery of business process improvements, contributing to data-driven decision-making through modeling and visualizations, and supporting policy analysis to strengthen DSCA's financial strategy. The Senior Consultant will work closely with DSCA leadership to develop executive-level briefings, identify operational gaps, and recommend courses of action aligned with broader national security goals. The individual will also contribute to communications planning, stakeholder coordination, and the development of materials that support internal adoption of new initiatives.
Responsibilities:
• Lead the design and delivery of strategic planning support, including facilitation of business transformation, gap analysis, and change management initiatives.
• Conduct stakeholder consultations and user needs assessments to support implementation of enterprise-wide business process improvements.
• Develop and deliver high-impact analytical products such as financial models, dashboards, and performance reports to inform leadership decisions.
• Collaborate with project teams to identify, document, and propose solutions for systemic challenges affecting the SC enterprise's efficiency and effectiveness.
• Develop and present executive-level briefings, policy memos, talking points, and other strategic communications to senior DSCA and DoD leadership.
• Support planning and coordination for interagency and stakeholder meetings, including logistics, documentation, and follow-up.
• Contribute to the development and implementation of communication and outreach strategies related to security cooperation reform and transformation.
• Assist in identifying and tracking key performance indicators (KPIs), progress metrics, and milestones for DSCA strategic initiatives.
• Provide subject matter expertise and input on competitive financing efforts and financial policy recommendations where applicable.
Qualifications:
• Bachelor's degree in Business Administration, Political Science, Public Administration, International Affairs, International Relations, or a related discipline.
• Five (5) years of experience working on change management, business reform, strategy, data analysis/data science or policy development projects. Must have past experience creating and presenting deliverables for senior leaders.
• Shall have been granted a temporary or final SECRET security clearance.
• Strong facilitation skills with experience leading cross-functional stakeholder engagement sessions and interagency coordination efforts.
• Proven ability to synthesize data from multiple sources and develop strategic recommendations for senior decision-makers.
• Familiarity with financial modeling, forecasting, and data visualization tools (e.g., Power BI, Tableau, or similar platforms).
• Experience developing standard operating procedures (SOPs), training materials, and internal communications to support change management initiatives.
• Strong verbal and written communication skills, including the ability to draft executive-level briefings, talking points, and decision memos.
• Ability to work independently in high-tempo environments while managing competing priorities and deadlines.
• Familiarity with DoD systems and frameworks such as the Strategy to Capability framework, FMS processes, or related planning models, preferred.
