Housing Development Officer (Administrative)
The position functions on the Housing Development team as the captain of one or more projects to build multi-family housing in SE Minnesota. The Housing Development Officer builds relationships in communities to help determine and document needs; develops a project concept with architects; creates a project pro forma for both capital and operations; prepares funding requests; create a project structure to satisfy legal, compliance and financial parameters; and supervises construction and lease up.
A successful Housing Development Officer has a curious and active mind with aptitude for high-level strategy, creative problem solving, and attending to details. Ideal candidates have strong writing skills and can master complex financial data. Organizing large amounts of data, flexible responses to rapidly changing funding strategies, and building relationships with stakeholders are all required.
No one field of study or career experience is required. Familiarity with government funding, community and economic development, anti-poverty programs, public policy and tort law are all helpful.
Extensive on-the-job training will be provided.
This full-time position will be fully remote, from contiguous United States; occasional travel to Minnesota housing sites will be required, with an estimated 10-15 trips annually. Costs of work travel will be reimbursed by the employer. The starting pay range for this position is $93,600-$104,000 per year, depending on experience and qualifications.

Qualifications:
Minimum Bachelors degree or work equivalent and three years of progressive experience in housing development, real estate, business or other applicable field.Certified as a Housing Development Finance Professional by Grow America (may be completed after hire).Knowledge of finance tools for affordable housing development, particularly Low Income Housing Tax Credits, gap financing, HOME, and tax increment financing.Experience with affordable housing restrictions and compliance requirements.Demonstrated experience in financial management, including budgeting and pro forma analysis.Extensive experience creating and using Excel spreadsheets.Experienced in Microsoft Office programs (Word, Excel, Power Point, Outlook).Strong organizational skills with the ability to prioritize tasks, manage multiple projects simultaneously, and meet deadlines in a fast-paced environment.Ability to manage a team of professionals throughout the development project, from feasibility through project completion.Self-motivated, energetic individual with ability to work both independently and as part of a team.Ability to solve problems, identify new solutions and adapt to changing priorities.Ability to work with the public and represent the Three Rivers core values.Good communication skills, both verbal and written.Willingness to work flexible schedules outside of traditional business hours.
