ORGANIZATIONAL SUMMARY:
This position provides technical assistance to faculty and key project personnel regarding financial management and compliance with federal, state, university, and other applicable sponsor regulations and policies. The incumbent will work closely with the COPH Office of Research Administration ( Director, Sr. Unit Research Administrators, Fiscal Analysts) on issues related to accounting and research compliance on sponsored projects.
POSITION SUMMARY:
This position reports to the Director, College of Public Health Office of Research. This position oversees all research functions for the College of Public Health. Tasks include reviewing and approving/denying all research proposals, signing internal forms on behalf of the Dean, and mentoring Research Administrators across the College of Public Health. In addition, this position oversees research compliance by monitoring high risk areas related to research proposals for all College of Public Health projects. This position is also tasked with assisting with developing policies and standard operating procedures for internal office functions and for the College's pre-award and post-awards processes. Lastly, this position is responsible for providing high-level reporting on research publications, proposals and awards for USF Health and College of Public Health.
RESPONSIBILITIES:
Pre-Award: This position will work with all COPH Departments and Centers and Sponsored Research to oversee the daily proposal submissions for COPH research proposals and monitor. This position will review all research proposals for COPH. In addition, the position has signature authority to sign off on behalf of the Dean for internal research paperwork. Lastly, this position will be responsible for drafting policies and standard operating procedures for COPH pre-award process, updating as needed and granting exceptions from policies if needed.
Post-Award: This position will work with all COPH Departments and Centers and Research Financial Management to oversee the daily post-award activities in conjunction with the Sr Unit Research Administrators, Analysts and Fiscal and Business Specialists. of the Dean for internal research paperwork. Lastly, this position will be responsible monitoring the overall fiscal activities for compliance and remaining spending authority on awards.
Reporting: This position will be responsible for tracking and reporting USF Health and COPH awards, proposals, and publications. In addition, this position will be responsible to disseminate reports directly to departments and faculty, and work with them on correcting any errors. Lastly, this position will develop research reports for USF Health and COPH Senior Leadership.
Research Administration: This position, along with its direct reports, will assist faculty with their research administration needs. Duties will include identifying funding opportunities, assisting in preparing grant applications, developing grant budgets, coordinating subcontracts, and etc. Furthermore, this position will coordinate the more complex research proposals. In addition, this position will assist with post-award research administration needs. Duties will include making sure accounts are setup correctly, tracking expenditures, providing financial reports, and monitoring grants and contracts throughout their life cycle. Lastly, this position will troubleshoot complex issues and assist departments and faculty.
Research Administration Compliance: This position will monitor research administration compliance such as FCOI, nepotism, and other risks areas outlined in OMB Uniform Guidance. Responsible for developing policies and standard operating procedures for these compliance areas. They will remain up-to-date on Federal, State, Local, and University policies and procedures.

POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree from a regionally accredited institution with a minimum of four years related exempt experience. Positions with supervisory duties require a minimum of four years related exempt experience, with at least two of those years including supervisory experience.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
PREFERRED:
Master's degree in business administration, accounting, public administration, or other field directly related to position's specific responsibilities
5 years experience in research administration
3 years experience in an academic setting
3 years experience in program planning, management and reporting
